Legal method

Dubai Decree No. 43 of 2013

Article 1 of Decree No. 43 of 2013 sets maximum renewal increases according to how far current rent falls below the average for similar units. Article 3 says that average must be determined by the RERA-approved Dubai Rent Index.

When is no increase allowed?

When the current rent is no more than 10% below the RERA-approved average comparable rent.

What are the increase tiers?

Five percent, 10%, 15%, and 20%, as the current rent moves through the 11–20%, 21–30%, 31–40%, and over-40% below-market brackets.

Can I enter an average from a property portal?

For a legal comparison, use the average determined by the official DLD Rental Index. Listing asking prices are not a substitute.

Is this result legally binding?

No. It is transparent arithmetic based on entered values, not a DLD certificate or legal opinion.
