Content Strategy for a Dubai SME
Build a 90-day Dubai SME content strategy: pillars, clusters, WhatsApp CTAs, AED budgets, and a one-page plan you can run.
A content strategy is a decision document: who you serve, what you will publish, where it lives, how it turns into revenue, and what you will refuse to do. Without it, Dubai teams drown in Reels requests, “can we be on LinkedIn?”, and blogs that never touch sales.
This how-to is for SMEs with limited people — founders, one marketer, or a lean agency retainer. You will leave with a one-page strategy you can run for a quarter, not a 40-slide deck that dies in Drive.
Start from money, not formats
Write three lines before any calendar:
- Primary commercial goal (AED): e.g. “Cut paid CAC 20% by Q4” or “Fill 30 clinic slots/week without raising ad spend.”
- Primary conversion path: WhatsApp, call, form, booking link — pick one primary.
- Capacity constraint: how many leads operations can handle with <1 hour response during business hours.
If content generates demand your team cannot answer, you burn reputation faster than you build brand. Strategy includes ops.
Step 1 — Choose the customer you will write for first
Dubai has too many segments to serve equally. Pick one primary and one secondary for 90 days.
Illustrative scenario: a home services company covering Marina, JBR, and JLT might prioritise apartment residents with AC and plumbing emergencies over villa mega-projects for content — because volume, cycle time, and WhatsApp behaviour differ.
For each priority segment, complete:
- Job to be done (fix leak tonight / comply with free-zone audit / book iftar catering)
- Where they research (Maps, Google, Instagram, LinkedIn, referral WhatsApp groups)
- Objections (price, trust, speed, warranty, bilingual support)
- Proof they need (reviews, photos of similar buildings, specs, licences)
Interview five recent customers on WhatsApp voice notes if you lack research budget. Patterns beat personas with fake names.
Step 2 — Inventory what you already have
List every asset: service pages, PDFs, Reels, proposals, FAQs staff already type into chat, Google reviews with gold-detail, founder LinkedIn posts that got DMs.
Tag each as keep / rewrite / kill / repurpose. Most UAE SMEs are not short on raw material — they are short on structure and CTAs.
Pull Search Console queries and Meta/Google search terms from ads if you run them. Buyer language is free strategy input.
Step 3 — Define 3–5 content pillars tied to revenue
Pillars are themes, not platforms. Example set for a multi-service home brand:
- Emergency education (what to do before the tech arrives)
- Transparent pricing ranges and what drives quotes
- Neighbourhood / building-type proof
- Seasonal maintenance (summer AC, winter heaters, Ramadan hours)
- Trust (licence, insurance, warranties, staff)
Example set for a Jebel Ali industrial supplier:
- Specs and selection guides
- Compliance and documentation
- Lead time and logistics UAE/GCC
- Case studies with procurement-friendly metrics
- Maintenance and lifecycle cost
Every future idea must attach to a pillar or it waits. That single rule stops calendar chaos.
Step 4 — Pick the cluster architecture
For SEO-led growth, choose one pillar page and 6–12 cluster pieces for the quarter. Example:
- Pillar: “Complete guide to motorised blinds in Dubai apartments”
- Clusters: measuring for floor-to-ceiling glass; blackout for shift workers; smart home integration; AED cost factors; cleaning; landlord vs tenant; Business Bay installation realities; office partitions vs home.
For sales-led B2B, clusters may be use-case pages + case studies more than blog volume.
Document primary keyword intents in English and, where relevant, Arabic variants — without stuffing. Link clusters to the pillar and to the money page (service / product).
Step 5 — Choose formats you can sustain
A realistic SME mix for Dubai:
- 1 long asset / month (guide, case study, or comparison)
- 2 short educational pieces (FAQ page sections, GBP posts, carousels)
- 4–8 short videos or Reels cut from real work (phone is fine)
- 1 email or WhatsApp broadcast (compliant) packaging the best asset
- Ongoing: review replies and UGC resharing
If you cannot sustain that, cut video first or cut frequency — never cut proof and CTAs.
Cadence philosophy: Blog Cadence: Quality vs Quantity.
Step 6 — Build the conversion spine
Every content piece needs a deliberate next step:
- High-intent service content → WhatsApp with pre-filled context
- Mid-intent guides → soft CTA + related service links
- Top-of-funnel thought pieces → email capture or follow, not hard sell
- B2B → calendar link or WhatsApp Business for faster UAE response culture
Place proof near the CTA: star rating, licence line, “installed in X Marina towers”, response-time promise.
Step 7 — Write the 90-day calendar (one screen)
Columns that matter:
- Week
- Asset title + pillar
- Format
- Owner
- Language (EN / AR / both)
- Distribution channels
- CTA
- Status
Anchor dates for the UAE: Ramadan (content tone + hours), Eid, summer slowdown for some B2C / surge for AC, back-to-school, DSF/mid-year, UAE National Day, year-end corporate budgets.
Do not plan 40 pieces. Plan 12 finished ones you will distribute hard.
Step 8 — Resource model and AED budget
| Model | Monthly ballpark | Best when |
|---|---|---|
| Founder + freelancers | AED 1,500–6,000 | Clear niche, English-primary |
| Part-time marketer + freelancers | AED 6,000–15,000 | Multi-channel, some Arabic |
| Agency content retainer | AED 10,000–35,000+ | Need volume + design + reporting |
| In-house content lead | Salary + tools | Multiple brands or heavy B2B |
Tools stack can stay lean: CMS, Search Console, Notion/Airtable, CapCut/Descript, Canva, email platform, GA4. Spend on writers who understand Dubai before fancy AI suites.
Step 9 — Governance: who says yes
Name one owner. Define:
- Brand voice (plain, sharp, no empty “premium luxury solutions”)
- Claims policy (no invented stats; medical/financial claims reviewed)
- Arabic review rule
- Photo rights and client permission for case studies
- Legal/sensitive categories (clinics, finance, education)
Content without governance becomes either slow sludge or risky spam.
Step 10 — Scorecard for the monthly review (30–45 min)
- Assets shipped vs plan
- Top URLs by WhatsApp/call clicks
- Sales feedback: which PDFs/pages they actually send
- Search impressions for cluster terms
- One kill, one double-down, one experiment for next month
Kill criteria: no traffic after honest distribution + 8–12 weeks and sales never uses it. Double-down: chats + sales reuse.
Illustrative 90-day plan: clinic in JLT
Goal: more high-intent bookings for two hero services without doubling Meta spend. Primary path: WhatsApp + online booking. Pillars: condition education (approved), visit process, doctor trust, insurance/payment clarity. Cluster: “sports injury physio Dubai” pillar + recovery timelines, first-visit expectations, when to seek care, apartment-desk posture series. Assets: 1 pillar, 4 clusters, 2 case-style patient stories (permissions), weekly short reels of clinic tour/FAQ (no clinical overclaims). Distribution: email to past patients, GBP, Instagram, internal links from service pages. KPI: assisted bookings and cost per assisted booking in AED — not follower count.
Mistakes that destroy “strategy”
- Strategy as a mood board of platforms
- Targeting “everyone in the UAE”
- Calendar full of trends with no commercial link
- English strategy with Arabic as afterthought
- Measuring only reach
- Changing the plan every week when SEO needs patience
Deliverable checklist (finish this week)
- One-page strategy: goal, segment, conversion, pillars, cluster, languages, owners
- Asset inventory with keep/rewrite/kill
- 90-day calendar with ≤12 major assets
- Tracking events validated on a real phone
- Case study brief in progress
- Distribution checklist template
- Monthly review invite on the calendar

A Dubai SME does not need more content ideas. It needs fewer, sharper ones attached to AED outcomes, WhatsApp reality, and a calendar that respects the UAE year.
