Audiences, Lookalikes, and Exclusions (UAE)

Meta audiences for the UAE market: broad vs interests, lookalikes from real buyers, smart exclusions, and remarketing pools for WhatsApp-heavy funnels.

Targeting is no longer a 2018 interest sandwich

Meta still lets you pick interests, behaviours, and lookalikes — but delivery increasingly rewards broad signals + creative + conversion data. UAE advertisers who stack “luxury, expats, yachts, DIFC, shopping malls” into five overlapping ad sets often underperform a single broad ad set with better Reels.

This guide is a practical audience system for Dubai and the wider UAE: what to build, what to exclude, when lookalikes help, and how WhatsApp-heavy funnels change your pools.

The three pools that matter

  1. Cold / prospecting — people who do not know you.
  2. Warm / engaged — site, social, video, and chat engagers.
  3. Hot / high intent — cart, lead form, product viewers, long video viewers.
  4. Customers — buyers and closed jobs (exclude or upsell deliberately).

Everything you build should map to one of these with a purpose.

Prospecting options ranked for most SMEs

Location: Dubai / UAE / radius. Age and gender only if the product truly requires it (e.g. women’s clinic services — still be careful with policy). Language: optional.

Pair with strong creative that self-selects. A AC repair Reel that opens with “Marina & JBR same-day” filters better than an interest pile.

2) Advantage / detailed targeting expansion

Allow Meta to expand beyond your suggestions when the UI offers it. Use suggested interests as hints, not prisons.

3) Lookalike (value when seeds are clean)

Sources that work:

  • Purchasers (best)
  • Qualified leads (attended appointments, not raw form spam)
  • High-value customers (if you can list them)
  • Complete registration / booked jobs

Sources that disappoint:

  • Page fans accumulated since 2017
  • Video viewers of a viral non-buyer Reel
  • “Everyone who ever messaged” including tire-kickers

Build 1% lookalikes first when seed ≥ ~100–1,000 quality people (more is better). 1–3% can work at higher budgets. Country: United Arab Emirates (or multi-country if you truly ship/serve them).

4) Interest / behaviour stacks (test, don’t marry)

Useful tests:

  • Competitor page engagers (where available and ethical/policy-safe)
  • Category interests tightly related to the offer
  • Income / expats behaviours only as tests — treat as hypotheses

Run as one test ad set against broad, same creative, same budget band. Kill within 7–14 days if CPA loses with enough spend.

Warm audiences to build on day one

From Pixel / events:

  • All website visitors 7, 30, 90 days
  • ViewContent 30 days
  • InitiateCheckout 14 days
  • Lead 30/90 days

From social:

  • Instagram professional account engagers 30/90
  • Facebook Page engagers 30/90
  • Video viewers: 25%, 50%, 75% of key ads (14–30 days)

From lists (hashed, permissioned):

  • CRM customers
  • Quote-sent-not-closed
  • WhatsApp closed jobs

Consumables (coffee, skincare, water delivery) use shorter exclude windows or win-back segments instead of long exclusions.

WhatsApp-era reality

Many UAE conversions never hit Purchase. Your warm pool may be:

  • Click-to-WhatsApp starters
  • Profile visits
  • Reel engagers

Build retargeting creative that assumes the person already saw the product and needs trust, price clarity, or a reply nudge — not a cold brand intro.

If you can connect CRM stages to offline conversion upload later, lookalikes of “jobs won” beat lookalikes of “chats started.”

Geographic nuance

  • Hyperlocal: radius around pin (café, clinic). Expand if delivery underfills.
  • Service area: Dubai + selected emirates.
  • National ecommerce: UAE; watch CPM variance and creative that still feels local.
  • Tourists: possible with area + seasonal creative; measurement is messier.

Do not create one ad set per neighbourhood (Marina, JLT, JBR, Downtown…) on AED 100/day. Put neighbourhoods in creative and copy instead.

Language as an audience lever

Language targeting ≠ Arabic creative. Someone with phone language English may still prefer Arabic creatives for family purchases. Prefer creative splits over fragile language-only structures unless data shows clear separation — see Arabic and English Ad Sets.

Lookalike hygiene checklist

  • Seed is outcome-quality, not vanity
  • Seed refreshed (last 60–180 days of buyers, not ancient history only)
  • Country matches delivery
  • Exclude converters from LAL prospecting
  • Compare LAL vs broad in a fair test
  • Do not build 20 LALs at 1% through 10% on day one

Illustrative: curtain supplier Business Bay

Seeds: 280 customers who paid invoices in 12 months (hashed emails/phones).

Prospecting: broad Dubai+Sharjah vs 1% LAL of customers — same three Reels.

Retargeting: ViewContent 30d + IG engagers 30d, exclude customers 120d.

Result framing: judge on cost per measuring appointment booked, not CTR. (Illustrative process — not a claimed ROAS case study.)

Frequency and audience size

If warm audiences are tiny, retargeting will either not spend or hammer the same 400 people. Fix by:

  • Feeding more top-of-funnel video views
  • Widening days (7 → 30)
  • Lowering RT budget share

Prospecting should usually take the majority of new-brand spend.

Custom audiences from video and social proof loops

Run a cheap view campaign only if you have a plan to use the viewers. Collecting 50% video viewers with no RT creative is a hobby.

Better loop: prospecting Reels → 50% viewers RT with offer → exclude converters → LAL from buyers later.

Common UAE mistakes

  • Interest graph so narrow Meta cannot deliver.
  • LAL of “leads” that were free iPhone giveaway hunters.
  • No exclusions; CPA looks fine while you re-acquire customers.
  • Five lookalikes fighting each other under CBO without enough budget.
  • Buying third-party “investor lists” for custom audiences — policy and reputation risk.

90-minute audience build sprint

  1. Create website 7/30/90 + ViewContent + Lead/Purchase audiences.
  2. Create IG/FB engagers 30/90.
  3. Upload customers + exclude list (permissioned).
  4. Build one 1% LAL from best seed if size allows.
  5. Wire exclusions into prospecting and RT.
  6. Name clearly: AU | Web VC 30d, AU | LAL1 Purch UAE, AU | Excl Customers 180d.

Then leave them alone and improve creative. Audiences are plumbing; creative is demand.
