We are an agency, so read this with that in mind. But the honest position is that a good freelancer is the right answer for a lot of Dubai briefs, and we would rather tell you that than take a project we are oversized for.

When a freelancer is the right call

One site, clear scope, content mostly ready

You have someone internally who can make decisions quickly
No complex integrations
You want direct access to the person doing the work

When it goes wrong

Bus factor. One person, no cover. Illness, a bigger client, or a move home and your project stalls.
Scope beyond their skill. Most freelance designers are designers. Ask who does the development, the Arabic, the SEO structure, the content.
No handover. The commonest problem we get called about: a site nobody can edit and a freelancer who has moved on.
Continuity. Six months later you need a change and the original person is unavailable.

How to hire one well

Check the licence. Freelance permits are a real thing in the UAE and working without one creates risk for both sides. Ask.
See live sites, not portfolio images. Open them on your phone. Check load speed. Check whether the client is still using them.
Ask what platform and why. "Whatever you prefer" is not an answer.
Agree the handover explicitly. Accounts, hosting, source files, domain — in your name, before final payment.
Pay in milestones, not fully upfront and not fully on completion.
Contract the maintenance separately or accept that there is none.
Ask who writes the copy. If it is you, plan for that honestly.

A small business site from an experienced freelancer typically lands somewhere between AED 6,000 and AED 20,000 depending on page count, content involvement and whether Arabic is included. Materially below that and you are usually buying a template fill.

When to come to an agency instead

Multiple stakeholders, bilingual requirements, integrations, ongoing content and campaign work, or a site that has to support a marketing programme rather than just exist. Also: when continuity matters more than cost.
