Permits, by emirate
Dubai — filming permits run through Dubai Film and TV Commission for most locations, with additional approvals from the specific authority controlling the site: RTA for roads, DDA or Emaar for their districts, free zone authorities for their own territory, Dubai Municipality for public beaches and parks. Drone work requires separate clearance.
Abu Dhabi — permits via the creative media authority, with entity-specific approvals on top for anything on their property.
Sharjah and the northern emirates — handled through the respective municipality or media office. Generally less bureaucratic, generally slower to respond.
